City annexes property for new City Hall & Police Station building

The City of Madison is annexing property on the west side of the city in order to build a new building to house the city’s police department and other administrative offices.  City commissioners on Tuesday approved a resolution to annex property currently owned by Bill Hyland, which is located along Highland Avenue, just south of and adjacent to other city-owned property.  

City Administrator Jameson Berreth said that for several years the city has been looking into its options for either renovating the existing City Hall building downtown or building new elsewhere.  He said that just last month, the city began discussions with Hyland to buy the property in order to use it to build the new building and develop the man-made lake on it into a recreation area. Berreth said that Hyland wants to add on to a current shop on the southeast corner of the property to live in.

Berreth said that while acquiring and maintaining the property will be more, there will be positives to doing so.

Berreth said the first floor of the proposed new building will include a parking garage and police station on the first floor, along with room for the Finance and Engineering Departments.  The second floor will include a new commission room, plus Human Resources and other administrative offices, as well as room for future growth. 

Mayor Roy Lindsay, who has been working on the proposal with Hyland, said that the city has been budgeting money for either the remodel or replacement of City Hall.  He said that this route makes sense for the city.

Lindsay said that they are looking at acquiring Hyland’s property for around 250-thousand dollars.  He said that Hyland recently had a fire in his home and it is not livable, so he said this was a good time to start the process to annex the property so Hyland can start on getting the addition to the west side of his shop built and enclosed before winter.  

Lindsay said building the new City Hall building in this area of the city will make it easier for city departments.

Some people addressed the Mayor and commissioners with questions regarding the proposal and annexation as part of a lengthy discussion during Tuesday’s commission meeting.
