The Lake County Sheriff’s Office responded to a report of a submerged vehicle on Wednesday, July 26th, at approximately 6:20 AM near the intersection of 241st Street and 465th Avenue near Chester. Upon arrival, there were no occupants located in or around the vehicle.

The investigation revealed that a 2008 Chevrolet Impala was traveling eastbound on 241st Street when it entered the south ditch and rolled, coming to a stop on its hood and partially submerging it in the slough area.

While emergency responders were on scene, the driver of the vehicle, 18-year-old Layne R. Hess of Dell Rapids, arrived to report the accident. It was discovered there were some mechanical issues causing the steering to lock up and enter the ditch.

The driver was cited for Possession of Drug Paraphernalia.
